Psalm 33:11
The counsel of the Lord standeth for ever, the thoughts of his heart to all generations.
God’s counsel is His eternal, unchanging purpose—what He has decreed, what He reveals, and what He brings to pass. Scripture shows His counsel as standing, drawing near, revealed, guiding, establishing, predestining, anchoring, and calling His people.
1. His Counsel Stands
Isaiah 46:10–11
My counsel shall stand, and I will do all my pleasure… I have spoken it, I will also bring it to pass; I have purposed it, I will also do it.
Proverbs 19:21
…the counsel of the Lord, that shall stand.

God hides what belongs to His sovereignty, but reveals what belongs to our obedience.

His counsel is the foundation of our inheritance and identity in Christ.
7. His Counsel Is Immutable—Our Anchor of Hope
Hebrews 6:17–20
…the immutability of his counsel… in which it was impossible for God to lie…
Which hope we have as an anchor of the soul…
God’s counsel cannot change, cannot fail, and cannot lie.
8. His Counsel Must Be Perceived, Heard, Marked, and Called Upon
Jeremiah 23:18
Who hath stood in the counsel of the Lord, and hath perceived and heard his word?…
Jeremiah 33:3
Call unto me, and I will answer thee, and show thee great and mighty things…
God invites His people to stand in His counsel—to hear, perceive, and respond.
9. His Counsel Reveals the Mystery Now Made Manifest
Romans 16:25–27
…the revelation of the mystery… kept secret since the world began, but now is made manifest… To God only wise, be glory…
The eternal counsel of God culminates in the revelation of Jesus Christ to all nations.
